The Ringed Teal (Callonetta leucophrys) is a small forest-dwelling duck found in the central South America: NW Argentina, Bolivia, Brazil, Paraguay, and Uruguay. This one was swimming around one of the ponds at the Reid Park Zoo in Tucson, Arizona.
