This is Kobe, one of the polar bears (Ursus maritimus) at the Reid Park Zoo in Tucson, Arizona. It gets hot in Tucson, so Kobe and Boris, her mate, spend a lot of time swimming in their pool, much to the delight of the zoo visitors.
